He placed down the blue stream, but can hold the teleport until his triggers it, as shown at the start. He can see through a portal attached to his arm that he can use to look around, if he wants to, and then teleport.

Yeah, but cooldowns are no fun. This is about quick actions. Sure you can walk around a bit, but they currently have* to design for the limitation of those who won’t or can’t walk around.

Yes, the little blue stream is what he’s shooting to his teleport location.
