It does — but it’s either a little more difficult for locals and a lot more difficult for commuters, or more convenient for commuters and miserable for locals. It’s about balancing the costs and benefits with incentives and disincentives. The market can’t fix everything, but it seems to be working in those areas.

There are a number of places near me that either have parking passes, or limited time parking without a neighborhood parking pass. It’s possible to get a temporary pass in those situations. Those are also limited to specific areas, and not to the general area. Parking seems easier to deal with that driving.

I agree that some streets should be excluded from suggested routes for safety reasons, but an all out ban like this one seems unlikely to survive challenges.
