Any faction can reclaim a control point. I am not sure that, say, the Hyenas can claim a control point in what was previously Outcasts’ territory, but the Outcasts or Black Tusk very much can. There’s one control point in my game that I have liberated from the Hyenas, specifically, about nine times.

In the last 3 days, I have not had a single skill that isn’t the chem launcher work. Not a single time.
