From experience elsewhere (not Reddit) that linked downvotes to hiding responses, it can unfortunately also be abused to silence minority voices and minority support. It sounds good on paper, but functional downvotes really don’t work well in practice.

This. The forums are invaluable for small, obscure games that receive little to no coverage outside of Steam. If I’m having technical or gameplay issues, I can generally rely on the forums to provide useful information.

I’m a big twitch fan, and you’re not wrong. It’s very rare for a streamer starting in the last 3 years to break into the +1,000 avg viewer mark. A lot of it is just how twitch is built. Top streamers are on the front page, they get sorted first, and its just plain easier to make content when you have a lot of viewers.
