The IIHS is an NGO without regulatory control. Automakers don’t have to design vehicles to pass the small overlap test if they don’t want to. They are free to merely meet the less stringent, federal requirements. Most, if not all of them do design with IIHS in mind however because of MARKET PRESSURE.
Not going to lie, the small overlap is my favorite test. It’s always insane to watch and it’s fun to compare models that compete in the same segment.
