Bail proceedings vary from state to state in the US so i don’t know what they do in this Kings County place. Granting/denying bail before getting charged is quite common in the UK though.

I see the confusion. When you are arrested, it needs to be for a reason so they list the charge. You are not yet charged with a crime though.
