So long as your not speeding by them with only a few inches to spare, they have no right complaining. I've had tons of cars pass me when I rode in NYC but there were a few that actually had their side mirrors brush my jacket/shirt.

NYC. Best subways (by best i mean most accessible, not best serviced or best value) and busses, and you can ride from the Bronx to Battery Park on a beautiful bike path along the river.

Dude, don't be an asshole, your making us bikers look bad. The fact is bikes take up a third of a lane, so hug the side. Give a car as much room to pass as you can spare, and you'll find that drivers are only being an asshole to you because you were being one to them.

I'm not arguing that spectator safety isn't important, but that there are MORE things required to call an air show "safe" than spectator injuries.

Not even panning would do it with a fast shutter speed.

Who cares if there were 0 spectators hurt?? Is that your only measure of safety?

You don't know any of that for sure. There is a video above proving that an aircraft can in fact fly in stable flight that close to the ground, and with a bright outdoor shot, a shutter speed of 800 or more would give a crisp, non blurry picture without problems.
