Since I can’t tell if you’re calling the handheld in question shitty or just handhelds in general, I’ll just address both.
In the case of the 3DS being shitty - sales numbers would disagree. And if we’re going by that metric the Vita is more accurately the shitty one.

Valve (Steam) region locks, Apple region locks, some DVD/Blu-ray studios region lock, etc, etc. It isn’t just Nintendo.
There is a legitimate reason to region-lock based on currency exchange, especially when you look at countries that intentionally manipulate their own currencies to under-value imports.
