Can’t find details on the funding level, but I found several meetings set up by the federal Amber people and state/local law enforcement to try to convince the Navajo and other tribes to participate. Based on the Amber Alert newsletter, the issue was the willingness of the tribes to cooperate with efforts.

Sadly, the native government is often accused (and sometimes found guilty)of corruption and taking bribes and federal money and not using it for what it was intended. Many a president of the Navajo nation has had to resign because of it.
