You do realize, fiber = Ethernet = copper? Ethernet is a frame protocol. Anyways... If you are talking about copper. It is no different than ANY other service provided to you by a service provider.

Sadly, I am still waiting on a new GPON that supports T1s for work, that is the only pain in the rear about the network. Takes forever sometimes to get the GPON upgrade needed for some things.

Yes, leaving it in the hands of local municipalities is where we will see the best cost/benefit. Hell, cities have access to HUUUUGE federal grants for fiber build outs, if they want them.
