Who said anything about leaving? The oil companies aren’t dumb either. They’d rather no laws, but if laws are inevitable, then toothless laws that are mostly for show will have to do.
No their votes and policies are. The actual guys (for the most part) just vote in the way that keeps them in office. As the attitude of the people electing them changes in favor of climate change being a thing their rhetoric will too.
Except if enough people voting for them are directly affected by climate change they'll have to modify their stance. It won't change them being pro-oil. It's more that the philosophical devotion is to getting (re)elected, not for or against the environment.
Thank you for not reveling. It's not just Texas, most of the states most impacted by climate change are red. I honestly think most Republicans will just adapt. They aren't anti environment, just pro business, and there's ways to agree to environmental concessions without meaningfully hurting business.

Portland is phenomenally bike friendly. There are “greenways” (Streets designated as bike/pedestrian-first) that make it as easy as possible to commute without a car, yet there are still bicyclist who insist on using the main roads, causing bottlenecks as cars after car tries to pass.
