Nope under Bush's submitted budget of 2009 it had only a 407 Billion dollar deficit. It as the Recovery Act, etc that wasn't in the budget under Obama and the Dems that ballooned the actual deficit to 1.4 Trillion. Feel free to remove 407 Billion from the 1.4 Trillion but it still is higher than Bushs.
