California voter here. I registered absentee when I turned 18 and always vote by mail. Come election time people frequently ask me why I vote by mail, which confuses me because I don't understand why anyone would vote in person.
I was trying to think about how to encourage people in my age group (under 30) to vote. Then it came to me, if we put an FCC internet troll measure and something about weed on every ballot there would be a very high turnout, guaranteed. Nothing gets people my age to care about shit like the internet and drugs.
