IMO Jarod Deadeye would've made a more capable leader than Garrosh.

I mean Lore-wise Varian was initially planned to have a role in Vanilla's Onyxia Lair attunement questline. Bolvar Foredragon is "King" (boss) of Stormwind in vanilla and BC. Varian returns in the WoTLK pre-patch and Bolvar is sent to Northrend as a military commander.
