I don’t think the second movie gets into why everyone thinks the events of the first were faked, but remember in the first movie, Peck accuses the Ghostbusters of using “sense and nerve gases” to cause mass hallucinations and then bilk them of their money. Maybe that could be used as a (partial) explanation.
