You’re neglecting the real motivating factor, only the winning team gets paid. So that’ll cut your costs in half. If you pay both sides then what’s the motivation to play hard?
The risk to the employer definitely gets bigger the closer to opening day the game begins. But we’re not talking about reducing the risk to owners, we’re talking about what would it take to make the Pro-Bowl a real football game again.
Oh for sure, the criticism isn’t on the players. Why the fuck would you go all out for nothing. The cost-benefit is grossly against them.
If they’re not going to play the game, why have a “REAL” all-star team (the All-Pros), and the “Feel-good” all-star team (the Pro-Bowl’ers).
This is actually not a terrible idea, but you still need some kind of carrot to get the guys to play. The concern for injury is always present regardless if the game is in January or July. $1 million to everyone on the winning team. Nothing for the losers.
There are arguments for turning into a flag our touch game, and some skill comps which, ok, that would be better then the current abomination, but you still put yourself at risk of injury for nothing.
This isn’t nearly the worst. I remember watching the Pro Bowl, I dunno, maybe 10 years ago or more, and it did seem like they were playing football, tackling one another and such.

The only argument one could credibly make for keeping Rivera out is if they never actually watched a baseball game, and made their decisions based only on a Excel spread sheet.
I’d like to see some actual evidence that there are less PI’s in Canadian Football then American. In my experience (as a player, coach, and fan) there is really no noticeable drop off in PI penalties because of the bigger field and receivers in motion.
Also - the NFL would be way more fun with unlimited pre-snap motion by the offense. Just an FYI though, you still need 7 people on the LOS.

My God — there are literally seasons worth of data to analyze from the CFL in regards to challenging PI penalties. I believe (but am not certain) that non-calls are also up for challenge. Why act like this is some kind of bridge-to-far, or concept that is difficult to understand?
