What Esther said, plus - Power Girl didn't necessarily get a breast reduction. As a breast-haver, it is painful to jump around a lot with improper support. She's wearing a sports-bra, as most women do when exercising. Sports-bras make boobs look a lot smaller. It doesn't mean they've been physically removed.
