No the cutscenes are in game graphics seeing how 1. Kojima does that and 2. They blend the cutscene with the gameplay in the video.

Open world is confirmed and giant map or big play areas is what makes this unbeliavable. Hell, Watch Dogs didn't even look good as beyond and people where touting it as next gen.
