Seems to me that from a law enforcement perspective, a “domestic” also includes the police response to the incident, and that’s probably what was being referred to. The article states several fumbles and missed opportunities for law enforcement to have prevented the shooting. The police response went horribly wrong…

Prefixing my response to say again that this is a solved question, and has been solved for more than a decade. We’re just trying to illuminate why the odds are 2/3 in favor of switching and not 50/50, as it is extremely easy to make this mistake.
