Your guess is as good as mine, but judging by the barrel-shaped rods on either side I’d imagine it’s some kind of weapons firing system (aka: a gun/rifle).

Hope this helps (you can tell it’s him by the rounds on his left arm and distinctive “X” on his chest, which are seen in on-set shots of him):
The concrete bridge was supported by floating pontoons (the lake it was built over was too deep and its bottom too mushy for solid supports,History explains)

Cap’s also got someone pointing a gun at him, so he might be “caught” at this point.
Scratch my initial conjecture about this being in Germany or Belgium, looks like these are Portugal plates (going by the country code, which is seen more clearly here).
Taxicab’s license plate is B 077 JAA and from my quick Google search - they appear to be German license plates (or Belgian?) - if German then that could mean this is happening in Berlin.
Someone else mentioned they also filmed in Puerto Rico - so this “Farmacia” in the background tells me that’s where he is in this shot.
You say that, but I’m onto your scheme here Shep!

I was just about to put in an order or a couple, but then remembered all the trouble it’d get on account of the sonic boom at supersonic speeds.
When I saw it earlier I made up my mind that I’d give it some time before I drew an opinion on it.
If you’re driving yourself, it’s useless since they’re in the back doors.
You know what they say:
