Could the President of the United States (Obama or his successor) theoretically give an Executive Action/Presidential Memorandum (not unlike Obama's controversial immigration memorandum) to the Department of Homeland Security to temporarily stop the seizure and destruction of these vehicles?

When my grandfather passed away my father asked me to fly down to Mexico with him to attend the funeral. We normally travel from Tijuana International Airport to General Francisco J. Mujica International Airport (Morelia, Michoacan) and then get driven to his hometown of Zacapu by awaiting uncles.

For a second there I thought the screen was swiveled to act as a stand of sorts... but then remembered how impractical that would be for anything but movie watching.
