You're missing the part where the traffic jam essentially acted as a "buffer" for the spike strips. These people were rear-ended by the woman being chased after police officers made them (the two now-incapacitated men) stop.

First order of business, ask the judge to order any and all images of said-vehicle to be barred from evidence. It wouldn't do them any good to actually prove the thing is in fact hideous after all.
