I thought they developed Peter as Olivia's partner pretty well. For most of the first season Charlie was Olivia's partner, and Peter just hung around the lab babysitting Walter. Olivia and Peter didn't start going out on cases together regularly until late season 1, early season 2.

Okay, I'm going to try and outline my issues with this season. First of all I should state I still think it's a good show; I just think there's been quite a drop from the A/A- first season to the B+/B (so far) second.

I think that's the problem more than any plausibility issues. Last season had the ambiguity of whether they were spying on an innocent man. This season it's just everyone teaming up to stop bad guys and going insane.
