No. I use premium features other than the apps. Also, the Windows 8 and iOS apps are not free with the Plex Pass for some reason. Plex does not have an app for PS4. It can be made to work in the browser but it has been somewhat annoying.

Yes as well as browsers, Windows RT and 8 devices, iOS, Roku, many smart TVs, etc. This is still very exciting to people who want it on their Xbox and there are good reasons for this. Chromecast is a very nice device, but not everyone wants it for everything.

It is possible. Plex on Android costs money for the app one time unless you have Plex Pass which is free. Plex for Windows 8 cost me $5 I think and another $5 for iPhone and iPad.

Roku has Plex already. I agree maybe it's because the PS4 doesn't have this and there is demand because this just made the Xbone much more appealing to me.

The point is on Android and Windows Phone you don't have to organize the apps you don't use often. The ones you want quick access to, you choose to add to the home screen while the rest are in an easy to use list.
