I think it refers to the idea that it’s ‘woke’ to advocate for cutting cattle populations (and thus, red meat consumption).  Though as you allude to, I don’t think there are a lot of people who think it’s a good idea to cut back on eating beef that would volunteer to get bitten by one of these ticks.
