It was Blizzard’s idea. This has been partially implemented since Cataclysm, 4 years ago.
One of the great things that Bungie does, is they do this psuedo-realism. It's not overly stylised, but it certainly is dictated by a singular style. It makes it seem as though the end product, is exactly what they wanted it to look like, and not having to play within limitations.

It’s probably easier to modify the visuals on an object than design a raid. it’s also likely that Bungie wants to do something different for the raid, so they need more time to figure out how to make things like hard mode without cheeses

Well, regardless of your mental faculties, which, really, I have yet to call in to question, despite that you’ve slandered my age twice (though you kindly added 7 years to your original estimate the 2nd time), you still have yet to explain why the Wii U is not a shitpile.
Graphics aren’t everything, but system power is still very important. When you have an underpowered system, you run into all sorts of issues where the design vision of the game can get compromised because the system just doesn’t have the horsepower to do what the designers really want it to do.
Population density, population, and a few other neat things.
It helps, but it does not fix the problem. Not by a long shot.
I’m tempted to not buy Witcher 3 for a few months just to spite you. And Witcher 2 is at least tied for my favorite game of all time.
