We can argue semantics and the meaning of pro forma until the cats come home but the point is our current coward in chief is apparently auditioning an admiral for another star while seeking to reward his incompetence.

Not sure where the tongue meets the cheek here but the rank structure in the military for doctors and lawyers is quite a bit different from the men and women who actually earn their rank.

The president appoints a chairman, he pro forma approves service chiefs and has zero say in combatant commanders but all of that is beside the point.
