That’s the same scenario I saw in our city, except the attorney in question was in a wheelchair himself. The local paper ran a series of articles about it and everyone slowly turned against him as they realized he was doing it for his own financial gain.

This reminds me of the attorneys that go around suing small businesses for ADA violations. Ostensibly its to help disabled folks with access when all it really does is harm the business and line the lawyers pockets without any benefit to anyone else.
In closed environment like a factory it’s easier to skirt safety protections. I work for a mechanical contractor on large scale industrial projects and there are so many overlapping safety procedures that anything out of the norm would be noticed and addressed fairly quickly.
