I see what you’re saying here. But Luke and Mary can still be relevant. They become the real dynamic duo who “allow” the new Batwoman to even exist. Luke holds the keys the Batcave and might accelerate Batwing’s existence making Mary medic and voice in their cowls.

Batman has been replaced many times (Dick, Gordon, Azrael). They could always go the same route for Batwoman. Mary and Luke getting someone to don the costume until Kate comes back. This would keep Mary and Luke involved (but in charge) and gives them a season to figure a new Kate Kane.
