Yes... kind of. If you choose, your profile can display your “Average Game Completion Rate” (basically an optional Gamerscore that’s a percentage rather than a steadily increasing number). So getting an achievement in a game with only ten is ‘worth’ much more than getting one in a game with thousands.
Greenlight has a $100 fee to keep out joke submissions, which people also thought was just an evil money making scheme. Except it went to charity. Valve even explicately said “We have no interest in making money from this, but we do need to cut down the noise in the system.”
I think the point he was making with that quote was that it was a great DECONSTRUCTION of the medium, not the best game ever made.
