I just have an Autohotkey script run at startup which lets me pull up a command line prompt with a simple windows key shortcut (amongst many other things).

This really did the rounds in London on 7/7/05 after the London underground bombings. Pretty much everyone I know has an ICE contact on their phone.

I'm a big fan of [30boxes.com] and implement the GTD system on that. Again, 30boxes has it's own very nice todo list manager which supports tagging and filtering of todo items by one or two tags.
