Yep, it’s a fiberglass tonneau. There are backseats underneath. The downside is there’s no way to store the tonneau on/in the car so you need to take it off and leave it at home if you want to use the back seat.

At the risk of looking like a complete idiot, I always thought those extra wheels were to carry more load. It never occurred to me that they were there for an extra set of brakes, but that makes sense.
