The only reason I know this is because my wife drives a 2014 Durango.

Look closely at the Durango gif, it has the fogs/parking lights on. the DRLs are in a half lit state. They do turn off the DRL when the signal is activated and are in a normal fully lit DRL state.

The GIF you show actually is taking advantage of one of the “Exceptions” you mention, the DRLs are in a half lit state (notice the parking lights and fog lights are on?).
