The only reason I know this is because my wife drives a 2014 Durango.
Look closely at the Durango gif, it has the fogs/parking lights on. the DRLs are in a half lit state. They do turn off the DRL when the signal is activated and are in a normal fully lit DRL state.
As a 2014 Durango owner I can say for certain that the Durango does turn off the DRL when signaling. The GIF you show actually is taking advantage of one of the “Exceptions” you mention, the DRLs are in a half lit state (notice the parking lights and fog lights are on?). This means they don’t have to turn the DRL off…

Buick Regal GS. 2012-15 had a manual option. you can get a great used one in that price range, probably with intact factory warranty. a lot of car for the money and fun as well as practical.
