For the most part, this is accurate, but there are some exceptions. As the site safety officer, I need to know when an employee is injured and make sure everything is being done help them. I imagine the same is true of emergency responders that may need to be called in for an emergency.

I see your point, but the biggest difference is the Wrangler is designed to have the doors and such removed and has been certified as safe by regulators to be operated in that manner. The VW on the other hand was not designed to be operated without its doors and such.
As it has to get to the dealer under its own power, it has to operate on public roads. Good luck arguing with any cop that your car is “operable” without any safety equipment (including structural safety).

UPS, FedEx, and all the other carriers have their own regulations in addition to DOT/IATA regs. For example you cannot ship toxic gasses with FedEx because of the safety factor. In order to ship dangerous goods you are supposed to be fully trained before tendering them.
