I see this more along the same lines as Deadpool, not GotG. Specifically X-Force from Deadpool 2, which demonstrated how captivating that particular setup can be. All of Loki is already filmed and finished. It’s more like a miniseries than traditional TV. They are definitely not, in any of the Disney+ series, making these things up as they go along.
I think it was more a test, than an actual attempt at subterfuge. Loki was only trying to delay them... possibly to see how close they would let it get to the red line, before acting.
I love the Loki - Mobius relationship being both antagonistic and friendly. They both test each others beliefs and weaknesses and we learn a lot in the process about them and this set up. I also appreciated going deeper than just justifying Loki with the bad childhood thing.
