The major difference is the fact that while Rice and Powell may have sent or received classified email on their personal accounts it was still done over protected government servers. This is why government can easily determine exactly what those emails without having to issue subpoena for evidence unlike the situation…

I’m not sure you can say that’s the only reason, you could use this with the only Black people, only Asian people, etc. mods to create a galaxy where there were multiple planets colonized by different nations. Was that the intention of this mod? no idea. But there’s could definitely be more than one reason for it.
