That’s pretty much what a lot of abolitionists suggest.  :)  I would move to detain only those who have committed violent crimes, and the detention would be rehabilitative rather than punitive.

I had the same reaction to the word ‘campus.’ What the hell? Why would they need more than a couple of floors inside an office building?
