I got scammed on a Paypal payment. Paypal would not refund until I pointed out that they were participating in and profiting from fraudulent transactions. 

Financial institutions make money from people using their services - for legal purposes or illegal purposes - they make the same money either way.   Financial institutions are reluctant to turn over fraud account information to law enforcement fir that reason.   Paypal is the same - but slightly less so.
