@Mandre: Let me rephrase that... The MTA would not deploy buses that had chains installed at the depot onto dry roads because of the damage that would be done to the chains, buses, other vehicles and roads.

@Rozelle’s Bagman: MTA's website claims (as of last February) that they chain their busses... In retrospect, they probably do not deploy the chains until there is enough snow on the ground for them to work, though.
