I would mandate that tickets issued by law enforcement can only be payable in community improvement hours, on project devised by impartial third party nonprofit organizations.

@Clown Shoe Pilot: I see this CONSTANTLY in Houston and actively resist people trying to pull this stunt off. There should be a physical barrier extending back the average length of the traffic line.
