No, this is business as usual. The criminal justice system for robbers in Brazil is pretty much nonexistent. They rob with impunity until they eventually do it to or in front of a plainclothes police officer, who then shoots them in the face.

The devs were very good at catching GPS spoofing in Ingress. They’d let it go on for months without saying a word, then ban 100,000 people all at once. I would suggest not GPS spoofing in this game.
