I may be biased, but a reliable, fuel sipping, spacious and manual car seems to be the description of a Honda Fit, it also comes with a sweet shifting manual and for sure you will find one within your budget, but probably you will get it or anything similar out of state.

Everything good until you realize it is FWD instead of RWD and auto only. A Ti version with a stick of the upcoming RWD 2 series would be interesting tho. 

It took me a little bit of remembering that the Centennial is the other name of the Equus. Interesting ride!
