Eh...if they didn't get that power in the 00's (When everyone was paranoid about terrorism) I doubt they'll get it now. The big problem is that nobody really wants to give the power to arbitrarily shut down cellphones to the 11,000 or so police units across the country. Outages of any kind make the carriers look bad.

It is currently illegal even for state or local cops to use cell jammers. Only a few federal agencies (FBI, Secret Service) have standing authority to jam domestic signals without FCC or executive (White House) approval.

Some movie theaters tried that, but not anymore. The FCC issued the largest fine it has the authority to levy ($34 million) on a company that made cellphone jammers. Use of a cell jammer can subject you a fine of $100,000. Those two facts pretty much killed the market. I suspect this decision will too.

I could see that. It's a generic "hey, pay attention" Could be because their lights are off, or they're driving with the brights on, or they just cut you off (usually you keep the brights on for a second or so rather than flash them quickly for that). It's contextual.
