Eh...maybe. AMC produced Breaking Bad, Mad Men and the Walking Dead, all commercial (and the former two) critical successes. They tend to not interfere with show-runners. However, Preacher is pointedly offensive, the others merely shocking at times. It also deals with more sensitive themes.

FCC doesn't regulate cable or satellite content (even though it's within their purview as all TV broadcasts use public airwaves at some point of the process). Even OTA broadcasts censorship has dubious legal ground (1st Amendment), but the fines handed out aren't large or frequent enough to justify a court case .

Nah. Point of the movie is that the Americans had it, but just tossed it in a warehouse and forgot about it by the time war broke out. Probably threw it out in the 80's when Reagan sold everything off.
