welll, DLC is an unlikely reason for withholding tracks, seeing as how there have been two updates since February which provided free tracks.

You don't have to spend in game currency to use DLC cars. This was changed some weeks ago.

No. Forza 5 is fantastic. I have many of the games on this list but still consistently go back to play Forza. Horizon was my previous favorite in the series.
