I’m not 100% sure how it works in the US but certainly where I am, fertility clinics are very, very rigid (appropriately so) about consent being in place for gametes to be used.

Criminal courts issue protection orders that protect the safety of the victim with the threat of arrest behind them. You don’t need a university to do that if the crime is reported to police and the police act on that report.
