There's no way to know if voter fraud is happening when no validation test in place. Lack of evidence of fraud because of no confirmation test is not the same as proof of no voter fraud. Voter ID "suppresses" votes of dead people, illegal aliens, and people who vote multiple times. So, of course, the DNC is outraged.
