@diuy: Yea, as the other comment says it's not sublimation, which is actually solid to gas (read: dry ice, aka solid CO2).

Did it say it was because another program is using it? For me it was explorer.exe that was using it. I had to close Explorer.exe and then copy/replace using the command line.

For some reason I still couldn't replace the ExplorerFrame.dll after taking ownership and granting full permission because it said Explorer was using it. I just closed explorer.exe and fired up ye olde CMD to do the copy/replace.
