Sorry, henshin can be a pretty broad term. In this regard, they’re most likely tourists dressed as maiko/geiko.

The few times I’d seen maiko or geiko, they’d be there one second and gone the next. I got a chance to take a photo once, quietly from behind and when there was no one around. But someone more familiar with geiko later said that they were probably henshin. Ah well...
